And what version of the OS (you state OS X 10.9.5 but Photos where you posted is not available with that OS)?
If you are really using iPhoto and OS X 10.9.5 and just posted in the incorrect forum then you can not order print products from Apple anymore as they discontinued that support 3/31/2016
PrestoPhoto says they can print iPhoto books - I have not tried them and no one has posted clear results here yet

Apr 15, 2016 8:21 AM in response to marcelmaxby léonie,If you are using Photos for Mac on El Capitan, check, if the Print Products Store in the Photos Preferences > General is set to the correct country. For this service to be available, the selected country and the time zone in System Preferences > Date and Time need to be correct.

Now I even started system in safe mode (support told me that maybe another software is interfering with the connection), store still not open, so to say.
