Thank you for visiting Apple Support Communities.
It seems like you were setting up Text Message Forwarding on your iPhone and Mac but the activation code didn't appear on your Mac.
You can find some settings to verify on your devices and troubleshooting steps in the "Get Help" section of Add or remove your phone number to iMessage or FaceTime on your Mac, iPad, and iPod touch.
After you've gone through all the steps in that section, you can use the steps to set up text message forwarding again in Messages (El Capitan): Get and send SMS messages.
