iCloudIf you mean transfer an app so that you can use it on a computer, then the answer is no. iOS apps are specific to iOS devices. A Mac or Windows computer use apps that are built to run on the OS that they are using.

"My iPhone 6 has a more recent version of an iOS program than I currently have stored in iTunes. Can I transfer the later version from my iPhone to iTunes by doing a sync?"
While this used to be possible, somewhat over a year ago, Apple introduced "app thinning" into iOS. Since then, versions of apps stored in iOS are somewhat different from those stored in iTunes and are no longer transferred during a sync. Apps can, however, sync in the other direction - if the app's version in iTunes on your computer is later than the one on your iOS device, the app will transfer when synced.
