If you have a 90 day waiting period, it is because another Apple ID was signed on to the device and was used to either download past purchases, or was using Apple Music, iTunes Match, Automatic Downloads, or Family Sharing.

When an Apple ID is signed on to a device that has used one of the features identified above, that device becomes "Associated" with that Apple ID, and Apple only allows you to associate a device or computer with a new Apple ID every 90 days:

    Thank you so much!

so I would just have to wait those days, then I would be able to download all my music again correct?

If, in the interim, you did not sign the other ID that device is currently associated with and do any of the activities indicated. So, if you leave your ID signed on, then after the waiting period you will be able to start downloading your music.
