Q: iPhone 4S Apple ID cannot be used to unlock this phone
I reset my phone but it now won't let me reactivate it. I am the original owner on this phone so I know that my Apple ID is the only one. I have logged in to icloud and verified my Apple ID name and password are correct.
I even connected to iTunes to try and activate my phone and I keep getting the same error on the screen. That my Apple ID cannot be used to unlock this phone. I have attached a screenshot to show the error I am getting. The iPhone that the error says the phone is linked to is the one I am trying to use! Help!

Obviously you have used other id to activate this phone. Is there any chance you are not the first owner of this device?
If you can't activate your iPhone, iPad, or iPod touch after installing iOS 9.3 - Apple Support
If steps suggested in the aforementioned article do not work take all the documents confirming the ownership of this device to the Apple Store.
