If you can't do the restore then you will need to try Recovery Mode.

Yes, the iPhone will be wiped clean. That is the only way to remove a Restrictions Passcode. Since it is stored within the backup, restoring from the backup will put the code back in place.
Wiping the iPhone is the only way to remove it.
So manually save anything you want from the iPhone, before restoring.

You can import your photos to your computer first and they should be safe.

Yes, restoring will delete everything from the iPhone. That includes Photos, messages mails etc...
As I said save anything you want to keep, manually. You can import photos taken with the iPhone onto a computer before restoring.
E-Mail files, or upload them to a cloud service like Dropbox or Google Drive etc...
