I assune the iPad hotspot was enabled while setting up ATV. How did it not work?

Did you see the ID of the hotspot network in the wifi network settings? Were you able to enter the proper key, etc.?

ATV kind of expects a wifi network that's always available, but I don't think that's a fundamental requirement. It may be that ATV recognizes the temporary nature of the personal hotspot and rejects it.

actually i think the hotspot connection needs password between devices

but i don't know how to insert the hotspot password in apple tv.

    is it relevant?

its not going to be a Bluetooth connection. on the iPad you will select to enable the personal hotspot - which also allows you to create a passcode. Then on the ATV you would select that wifi from the list. For example, mine shows "todds iPhone".

just to confirm, your iPad/ carrier plan both support hotspot correct? It's not available on all devices and some carriers won't allow it...

According to the Apple docs, you must set a password for the personal hotspot, it is not optional. Then, it should publish the network SSID. You'll go into ATV settings network wifi and you'll see the SSID. Select it and you'll be able to enter the password. If ATV cannot see the hotspot, then iPad is not publishing it. You must get that right before worrying about the ATV part.

Also, according to the docs, the iPad hotspot setting only appears when the user's plan includes it.

You should also be aware of the data allowance on your iPhone plan. The ATV can eat up data rapidly. For example, Netflix uses roughly 1 GB an hour. My data plan is only 5 for the entire month. So one day of binging can eat a whole month of data.  But if you have unlimited data it's a non-issue...
