Q: Sync with phone issue

ITunes will not sync an app to my iPhone I've just downloaded, stating the computer is not authorised. However, when I select the authorise my computer command from the iTunes store, itunes states it is already authorised. I have deauthorised all my computers, rebooted and reauthorized the one again, but problems persist. I've seen troubleshoot guidance relating to removing a particular folder (SC?) but  have windows10 and can not locate this. Please help...
