Exactly what do you mean by "syncing"?
Did you power cycle ATV?
Did the problem start when you moved or later?
Have you checked the ATV wifi settings? Is it able to connect to your network? That has to work first.
Because of the country change, you might need to delete and re-enter your Apple ID and password.
