MY contact is new to FaceTime And signed up using email. I keep getting a not available message When I try to contact him. Advise?

Q: My contact is new to FaceTime on the IPad and using his email. Why do I keep getting not available messages?
Couple of options:
1. Ensure that contact's FaceTime is activated
2. Have the contact send you a message
3. Delete the contact from your list - force restart the iPad - then add them back
