iTunes does not charge you anything unless you buy things.
If you are changing your address or card details on your account then each time that you do so a small temporary store holding charge may be applied to check that the card details are correct and valid and that it's registered to exactly the same name and address as on your iTunes account - it should disappear off your account within a few days or so.

Apr 24, 2016 12:34 AM in response to King_Penguinby JohnBel927,i added my credit card to my iTunes account, and I forgot I did that. I forgot to remove it, and my brother purchased something with that. Is there a way to cancel, or get a refund?

Apr 24, 2016 12:36 AM in response to JohnBel927by King_Penguin,Purchases are considered final but you can try the 'report a problem' page to contact iTunes Support and see if they will refund or credit you : http://reportaproblem.apple.com
Or you can try contacting iTunes Support via this page : http://www.apple.com/support/itunes/contact/ or https://www.apple.com/emea/support/itunes/contact.html
