You mention that you have an issue transferring photos from your iPhone to your PC. Do you see all of your pictures in the Photos app on your iPhone?
Since iTunes says that iCloud Photo Library is on, you may want to sign in to iCloud.com with your Apple ID(s) [iCloud account(s)] and try to locate the pictures. You can download pictures from the Photos section of iCloud.com. For more details about iCloud Photo Library, see iCloud Photo Library FAQ and Archive or make copies of your iCloud data.
You can also get help with iCloud for Windows if you received an 'unsupported Apple ID' message when trying to sign in:
I get an “Unsupported Apple ID” error when I try to sign in to iCloud from my iPhone, iPad or iPod touch.
Depending on how you created your Apple ID, you may not be able to create an iCloud account with your current Apple ID. If your Apple ID works with the iTunes Store, App Store, Game Center, FaceTime, or other Apple services, your Apple ID should work for iCloud. Also, if you created your Apple ID while you applied for a job at jobs.apple.com, your Apple ID should work for iCloud. If you can't use your Apple ID with any Apple services, it might not be compatible with iCloud. Contact iCloud Support for assistance.

When you import photos and videos from your device to your computer, some might be rotated incorrectly. To play videos on your computer at the correct orientation, use iTunes for Windows.
If you can't import your photos to your computer, or your computer doesn't recognize your iPhone, iPad, or iPod touch as a camera, learn what to do. Windows XP might not be able to import videos larger than 500MB without iTunes installed, a third-party program, or updated drivers.
