Q: lost pictures from turning icloud on.

My niece had over 3000 photos on her ipad that she synced from her windows pc before it died.  She recently turned on icloud photo library as she was worried she would lose her pics and now only has 433.  Is there anyway to get them back?  Can you restore to an earlier ipad date and get them back?  Or are they in the cloud somewhere?  Help!

Sorry but photos that were synced to an iPad from a computer are not included in an iPad backup so doing a restore won't retrieve them. This is noted in About backups in iCloud and iTunes - Apple Support

They aren't in the cloud anywhere. I don't remember the exact wording but if there are synced photos on an iPad when iCloud Photo Library is turned on, a warning is given that they will be deleted (although that doesn't help at this point).

The iTunes sync isn't meant to be a backup of the Windows PC. It is assumed that the originals are maintained on the PC. If she backed up the PC then accessing that backup is her best hope.
