Is AirPlay enabled on ATV? From your description, it does sound as if ATV is identifying itself as capable of audio only.
Does ATV have internet connection? Can you play video using an ATV app?
Explanation: when you AirPlay audio, the stream is actually downloaded to your device and sent from device to ATV. When you AirPlay video, the stream identifier is sent to ATV, which downloads the stream itself. So, AirPlaying a video is almost the same as using an ATV app.
As always, power cycling ATV cannot hurt.

So the problem is to determine why ATV is doing this; either the software is corrupted or there's some connection/configuration issue.
