Q: Safari won't REOPEN LAST CLOSED WINDOW nor ALL WINDOWS FROM LAST SESSION

A few days ago I was working with several tabs open and inadvertently closed Safari instead of a single tab.  When I reopened Safari, REOPEN LAST CLOSED... and ... ALL WINDOWS FROM... were greyed out and could not be activated.  It also lost the extension to 1PASSWORD.  I have closed and reopened Safari several times, run REPAIR PERMISSIONS under DISK UTILITY and done several restarts.  On one occasion I got back R LAST CLOSED... but not ...ALL WINDOWS....  This problem was discussed a couple of years ago but is the fix still valid for Safari 9.0.3 running under Yosemite 10.10.5 on a MacBookPro 13" (2011)/
