Do you see an indicator for cellular data on the phone? If so, you mentioned APN. You can only access APN settings if your carrier allows it. This will only happen if you do not have a valid carrier file installed. Is there something in particular that you attempted to access cellular data from, like Safari? Can you receive/send mail? Have you contacted your carrier to have them check your account to ensure your have cellular data properly provisioned on your account? Have you checked to ensure that cellular data is turned on? When you mention a factory reset, are you possibly referring to a restore to factory settings? If that is the case, understand that will delete all of your content, and it will not restore a former iOS, if that is what you are expecting.
