Q: some playlists empty on phone?

Hi, since I turned on apple music, itunes match and icloud library - some playlists on my computer will not show up on my iphone.  All the smart playlists are empty as well as a few non-smart ones.  Anyone else have this problem or found a solution?  Most of the other playlists show up fine.

With the non-smart ones - what I get is the playlist folder for those playlists showing up - but with no playlists inside.  My icloud library is merged with the exiting library on my phone.  I have tried turning icloud on and off.  Thanks in advance.
