This may present a usability issue with Internet Explorer 11.2. Does the problem exist when using Firefox 46.0.1?
Usually, the Apple iCloud page will warn about browser incompatibility or lack of support. Did you see this regarding IE 11?

My only problem withe Pages has been at work where there is option to use Firefox, so cannot respond to this question. An indication the problem may be at the Companies end was that a number of systems updates were cascaded and at least Pages would open. Couldn't do any thing with it, but the programme appeared to be accessible.

May 5, 2016 1:09 AM in response to M.Phiby VikingOSX,Since you are using IE 11.2, there may be browser security settings, IT content blocking via software or appliance, and even anti-virus software that may be causing inteference with the Pages for iCloud site access.
