Apple Watch can still be used in conjunction with the paired iPhone (which it relies on for cellular services) in locations where there is no Wi-Fi network.
The availability of some built-in and third-party apps may vary, depending on your cellular data settings and cellular data network speeds.
If your question also relates to the longer-term, it is not presently possible to update the software on Apple Watch unless the paired iPhone is connected to a Wi-Fi network.
Some built-in features of Apple Watch can still be used even when the paired iPhone is not available via either Bluetooth or Wi-Fi.

Apr 30, 2016 5:51 AM in response to MInder2by léonie,Just as an example, when I am traveling abroad I usually do not enter the SIM pin in the iPhone, to prevent the iPhone from connecting to an expensive cellular network, when I do not want it to. So the iPhone and watch can only occasionally go online, if Wi-Fi is available, sometimes without a network for several days. But the watch is working well; it keeps the time, and the Activity app is recording its three goals in the rings.
Outdoor workouts that require the GPS will also work with only the Bluetooth connection.
