Feb 26, 2016 4:56 AM in response to Chris Eastby VikingOSX,I am running El Capitan (10.11.3) here, and no longer have Yosemite installed. I have not experienced any scenario with either OS X version where I had issues reading, or writing to iCloud Drive. This would involve Pages v5.5.2, v5.5.3, v5.6 on Yosemite, and v5.6 and v5.6.1 on El Capitan. Similarly, I have had no issues with Numbers v3.5 through v3.6.1 when accessing iCloud Drive for either operating system. No issues when placing either application's documents outside of their intended folders on iCloud Drive.
Have you reviewed your System Preferences : iCloud : iCloud Drive : Options… settings? Is Pages, Numbers, and Keynote checked?
It is always useful to problem solvers here to know what exact version of applications that you are experiencing issues, and any related dialog boxes or error messages related to the problem.
There is a support community for Pages, Numbers, and Keynote on Mac, iCloud, and IOS under this main Apple Support Community location:

May 2, 2016 8:25 AM in response to Chris Eastby gunnard-iMAC,Hi
Have the same experience. iWork docs sometimes won't open. It doesn't matter if I double-click on the file in iCloud, or I use the open-command in any iWork application.
Restarting the compouter usually do solve the problem.
I can at the same time have this error, usually on my iMac, and be able to open the same file in iCloud web-service, in iWork at an other Mac.
I have tried different log on/log off to iCloud without finding any useful workaround
