I am paying $0.99 a month for icloud and do not use near this amount of storage as I do not have an iphone. How can I stop payment and downgrade to the free storage?

iCloud storage upgrades and downgrades - Apple Support
Ssettings > iCloud > Storage > Change Storage Plan.
Note that the free account has only 5GB capacity.
