Q: Photos app contains iPhoto events, don't understand.

Ever since  upgrading from Mavericks to Yosemite (and now ElCapitan) my Photos library contains my old iPhoto events. Here are my questions:

1) My iMac shows that I have 27,000 photos, but all my other devices say I have 11,000 photos.

2) "iPhoto Events" contains 393 events, but many of them are grayed out? Where did those photos go and how can I retrieve them?

3) I still have the iPhoto app. Can I trash the app or will that somehow delete all my iPhotos currently on the Photos app? Is there any way to merge the iPhoto Events into the rest of the Photos app so that I no longer have to deal with the old iPhoto?

OS X El Capitan (10.11.4)

1 & 2.  A large list brary can take many days, even weeks, to migrate and sync to iCloud, then to your devices. The "missing" and grated out items, might simply need more time.

    3. Yes, eventually you can delete both iPhoto app and the iPhoto Library, but leave it along until you are absolutely, positively sure the migration to Photos was successful. There's no great rush, especially since you're not going to reclaim much storage capacity by deleting.

1 - we can not see you so need details - exactly where are you seeing these numbers and what are the other devices and what iCloud settings do you have on the Mac in system preferences and in Photos preferences and on each IOS device and what is the status on each

2 - iPhoto events is a folder that contains albums for each of your iPhoto events - How Photos handles content and metadata from iPhoto and Aperture - Apple Support

3 - do not delete the iPhoto Application - it is not very large and can be difficult to impossible to get back if needed - you can delete teh old iPhoto library but that is not recommended and will not save much space - and certainly until you resolve the issues you are having you must keep it  --  as as noted above the iPHoto events are albums not copies - three is nothing to "merge" - every photo in those albums is in your photos library and albums are exactly like in iPhoto - logical otganization elements not a different place

OK I see on all my devices  I have iCloud Photo Library ON, and also have checked Optimize on devices. So I'm guessing it only downloads as many photos as the available memory on each device can handle, is that correct? Also, I notice when I open the Photos app on each device it suddenly begins quickly downloading more photos to fill in the gray squares. So does it not work in the background, does iCloud only download photos when the Photos app is open on each device?

No. The local library keeps small thumbnails if all images and full-size versions as space and your user priorities allow. The thumbnails are needed do you can access (see) all your photos.

iCloud uploads and downloads work at all times, regardless if the app is launched or not. If the initial sync is interfering with performance on your device, you can pause it in prefs.

OK. So now I'm still wondering why my iPhone, which is always on, says I have 14,000 photos when my iMac says 27,000.

OK, thanks for persevering on this with me:

On my iMac and MacBook, at the top of the All Photos page, on the left it says December 1969-May 2016.

On the iMac, on the right at the top it says 27,504 items.

On the MacBook it says 15,228 items.

On my iPhone, under Albums/All Photos it says 15,228.

On my iPad, under All Photos it says 15,201 Photos, 27 videos.

On all devices, in settings, under iCloud/Photos, I have iCloud Photo Library enabled, Optimaize iPhone/iPad Storage enabled, and Upload to my PhotoStream disabled, and iCloud Photo Sharing enabled. I'm only using 38 GB of 200 GB available on iCloud.

I see that yesterday the numbers were in the 14,000's on the devices and today it crossed over 15,000. Do I have to have my iMac AND device on in order for further uploads to iCloud be made and transferred? (maybe that's a stupid question) and is it just TERRIBLY slow? In the last hour the numbers of All Photos on my devices has not increased at all...?

No - the Mac has to be on , connected to the internet and awake

And it would help if you gave up the status - in the Photos preferences ==> iCLoud what is the status
