The late 2014 Mini mid and high end Mac Mini have Iris graphs and would work but not the low-end with HD 5000 graphics.

The base low end model will not likely work since it is only 1.4 GHz too.

Which Mini does you friend have? Buffering is caused by the data input not keeping up with the graphics unit.

If the app reads/writes data to disk then it would be due to slow disk access and maybe slow CPU

If the app uses the internet that would mean slow internet.
