I understand you're trying to play music from your iCloud Music Library however it is not playing. Are you trying to stream the music or have you downloaded it to your iPad? Streaming music requires an active network connection, so please make sure your iPad is connected to Wi-Fi or cellular data.
Connect to Wi-Fi on your iPhone, iPad, or iPod touch
