Q: Apple IIci start up issues

HI all,

 

Recently took got the IIci from my parents house and have been planning to set it up. Initially it would not start up at all. No lights no power. Changed the PRAM battery and still nothing. Used a power multimeter and confirmed that there was no power leabing the power supply. so I bought a power supply off eBay and now lights happen but nothing actually happens. I hit the power button and I hear the start of the chime but it doesn't actually boot up. And if I take my finger off the start button everything shuts off. Monitor never starts up. Tried it both with the back power button and the keyboard button.

 

Any suggestions at this point?

    Is the hard drive working?  And if it's working, does it have a Mac OS system installed on it?  You can also boot from the floppy disk, but those old floppy drives tend to go bad and it may be difficult to create a bootable system disk (if you don't already have one).
