    No.

Nobody here knows what Apple will will develop next and if they did they couldn't tell you.

There's no news that Apple has a touchscreen in the works but you can run Windows on a Mac either by partitioning the drive using Boot Camp or using either VMware or Parallels.

Why not just buy a Windows Machine? This would seem the thing to do, if you are interested in mostly running Windows. There are quite a few light weight ones on the market. You buy an Apple for the Mac experience. This seems like buying an iPad, and then asking about running Android on it.

No Mac has Windows off the shelf. It can be installed after Purchase, but there is no Mac that comes with Windows pre-installed.   Windows belongs to a Microsoft, a competitor to Apple, and as such it's very unlikely a Mac computer will ever come with Windows pre-installed.

Beyond that, currently no Mac has, nor has ever had a touchscreen.

Whether one will come out or not, is impossible to say, as no one here is privy to Apple's development plans.

If you need a Windows computer, that has a touchscreen, Microsoft (not Apple) offers their line of Surface computers.

Other's like Dell also have offerings with touchscreens.
