May 6, 2016 1:30 PM in response to voxaxewby elcpu,You need to explain your issue in more detail. Restarting your phone can be done without Wi-Fi. What do you want to do?

May 6, 2016 1:34 PM in response to voxaxewby ManSinha,You do not need to restart the phone
Settings - WiFi - toggle to ON (green)
Click the name of your home network and enter password
If the phone does not connect
Settings - General - Reset - Reset Network settings
To activate the phone all you need is a SIM card - not WiFi per se

May 6, 2016 1:32 PM in response to voxaxewby Meg St._Clair,I'm sorry but your post isn't very clear. Restarting your phone just means turing it back on after it has been turned off. You certainly don't need WiFi for that. What did your friends deactivate? Your phone? Your WiFi?
Do you mean you need to reactivate your phone? You don't need WiFi to do that. You need a SIM card in the phone. You'll need to provide more details.
Best of luck.
