If a second-hand iOS device has been 'Activation locked' then only the previous owner can unlock it, either by providing you with the account ID and password, or by removing it from his list of devices (as he should have done before selling it) - please see http://support.apple.com/kb/ts4515

If you are unable to contact him to do this then I'm afraid you will not be able to use the device - there is no other way of unlocking it at all. Apple cannot unlock it for you.

I'm afraid that is the case. It's a risk you run if you buy an iPhone from someone you can't subsequently trace.

I'm sorry, but only the previous owner cannot unlock it. Without your being able to contact him there is, I'm afraid, absolutely no way at all you can unlock the phone.

As explained, only the previous owner can assist you with the phone, and if you have no way of contacting them there is nothing you can do.

    A) As previously noted, unless you get the original owner to remove the phone from their account, you can't activate the phone. B) You can't downgrade the iOS. C) We are not Apple employees, just users like you.

The lock is an anti-theft device, designed to render a stolen phone useless: it kicks in when the phone is reset or upgraded. I'm not saying your phone is a stolen one, though if you bought it from someone you don't know in a bar or somewhere similar there's always the chance that it is. The lock as been quite effective in reducing the number of iPhone thefts since thieves known that the phone will be useless. If there was a way of bypassing it there would be no point in having it in the first place. I sympathize with your distress, but there is nothing you can do about this.
