Are you using iCloud Photo Library? Then you may need to download the original master image files from iCloud.

The cloud icon can also be caused by a missing theme.  The theme for the books may need downloading from iCloud.

Does it look like this in the Theme chooser panel?  Then create a new, empty project and click the theme with the cloud badge to download and install the theme.

This is not what it looks like.  No photo.  Just gray box with cloud in right corner.  Not uploaded into cloud.  Shows the title of the book but nothing else.

have you checked the Photos Preferences > iCloud, if iCloud Photo Library has been enabled?

Test with a new, empty Book project what the Book Themes look like. If the theme you previously used should be missing after a software update, you will need to download it again, and that is best done while selecting the theme for a new book. This way you are not risking to reformat your current book.

I do not  have  iCloud in photos enabled.  I do not want my photos in the cloud.  I never uploaded any photos or the books into the cloud.  My cloud account shows no photos or books.  I can create new books but I cannot access my old books.  So if I am understanding you right, those are lost to me.  When I converted to El Capitian, I lost my projects.  Is that correct?

What system version did you upgrade from?

The cloud symbol in the screenshot relates to the book themes, not to the photos in iCloud.  I still don't know, which books theme you have been using for your project.  Wth the El Capitan upgrade Apple released new book themes, and the cloud icon you are seeing can mean that you need to download the missing book themes to be able to open your book project.

That is why I suggested to create a new, empty project, just to be able to open the Theme chooser and to download and install missing themes.  All themes that need installing before you can use  them for a book will show the cloud icon on the cover. After you installed the book themes this way, they should be available for the older projects.

I've opened a new blank book, it says to choose theme, there are 20 themes available.  How do I install additional, missing themes?

Do any of the 20 themes show the cloud icon in the theme Chooser? if yes, click them to download.

I did and it's been about 15 minutes and nothing is happening.  Showing "Creating project" but nothing happening.  No movement on the bar.

Thank you.  It took all night but they finally downloaded and I have access to my books.  Thank you so much for the walk through.
