Q: iCloud Downgrading

Okay, so I had an iPhone, Now I dont. I no longer have access to one. Here's my problem: I'm being charged for the 50g upgrade and I don't have a single clue of how to downgrade it from the computer. I no longer need it and don't want to continue to pay for something that I don't use. PLEASE HELP!!

I've tried that. I don't have the proper options available to choose from so it doesn't work.
