If you don't have enough iCloud storage on your Mac for all your photos, then you either need to delete photos or upgrade your iCloud storage.

Download the photos from iCloud Photo Library using the web interface to iCloud.
Open www.icloud.com, sign in with the ApplEID you used for your iCloud Photo Libra, then launch the Photos.app from that web page.
Select the photos in each event and download them to a folder on your Mac- Then import them to your Photos Library. Test, if the downloaded items can be read, then make a backup and delete them from your iPhone.
