Q: iOS 9.3.1 issues.  Non reponsive apps, dropping LTE connection, etc.

iPhone 5S 64G, iOS 9.3.1, Verizon wireless.

Anyone else experienced these problems?  any suggested fixes?

-Apps will stop responding.   Mostly I use 3rd party apps, but I have seen Safari do it too.   Also when I double tap start button so I can shut down apps, sometimes the app pages will jump down when I attempt to swipe upward to kill them.  This results in being unable to stop apps, and requires restarting phone.   Interestingly I have not seen this on my iPad also running 9.3.1.

-Connection to Cell carrier stops working, but shows still connected.  Only since updating iOS to 9.3.1 phone will drop it's connection to cell service  occasionally. Time between dropping out has been between a half hour and several days.  Data quantity between drops is between a couple of Viber texts and several hours of HD video streaming.   This is not a signal strength issue.  My house is literally only a block from cell tower, and I have full bars.  I get ~30/10 Mbps down/upload speed when connected.   Still show full bars when data stops working.   Phone, SMS, and data (including hotspot) all dead when it drops.    Restarting phone has always restored connection.   I have mostly seen phone drop when using only iPad via hotspot connection, so no activity on phone except passing data between cell and wifi connections, but I have also had it drop at least twice when using only browser on phone.

-A new weird one showed up last night:   On settings screen, Personal Hotspot option disappeared.  When I Hit Cell option, then the hotspot option reappeared.

-It seems Apple can't decide how linkage between iOS devices should work, as it appears to behave differently with each iOS iteration.   Previously I would have to manually select phone hotspot SSID from iPad each time I wanted to use it.  It wouldn't stay connected when the iPad screen locked.    Now it will stay connected as long as I keep the two devices within range, but if I take the phone out of range, I have to put the phone back to the hotspot screen before the iPad will see it again.  This is an improvement, in that I need do it less often, but it does require an action on the phone to get data on the iPad.    Why, oh why is it so freaking hard to understand that I want my iPhone and iPad to automatically link via WiFi whenever they are within range?   Some past iOS iterations would do this via bluetooth but not via WiFi...but it was slow, so I haven't played with that for a while.

iPhone 5s, iOS 9.3.1, also iPad
