Q: what is iPad question feature?
When I'm in the middle of something, and I press the homescreen button, the
screen turns black, and a small microphone appears, and the words: 'Have a question?'
A Voice also asks me the question.
WHat is this feature?
...or how do I find out what it is, how to use it, or...
...possibly more important...how to turn it off.
...right now, it's a bit annoying.

It sounds like you have found Siri. Siri can be incredibly useful, so take a look here before deciding turn it off. Use Siri on your iPhone, iPad, or iPod touch - Apple Support and http://www.apple.com/ios/siri/. If you hold to home button down the Siri screen comes up, click the home button once to go to the home screen or close an App. If you still would like to turn off Siri go to: Settings> General> Siri> Off.
