Q: iPhone not enough storage

Hi!
I have iPhone 5S with 16Gb. After upgrading to iOS 9 storage amount decreased dramatically: I have only ~100-200Mb free. I have only 33 apps, no games, no movies, etc. Total amount of used storage (due to list of apps in Settings) is ~3Gb. In the same time line at above of this list says that I have 11,5Gb used.
Most 'heavy' apps are Photos (400Mb), Podcasts (260Mb) and Music (150Mb). Other apps are 10-80Mb each. Totally, as I already said, about 3Gb.
iTunes says that I have 141Mb used by Audio, 350Mb used by Photo, 1,15Gb used by Apps, 2,9Gb used by Documents and 2,15Gb used by Other. And that I have 5,45Gb Free. iTunes metrics seems to be close to reality. But why iPhone itself says that I have 11,5Gb used? Used by what? How to clear it?
I already tried to wipe all caches, histories and swaps inside all apps. That didn't help. Yes, I've free some space, but it quickly become used again. I decided to solve problem in straight way: wiped iPhone and installed iOS and apps from fresh (not restoring from backup). It helped, I've got ~5Gb free and that seems to be right, but after a couple of month I again have only 170Mb free. With same amount of apps.
Who faced with same problem? Could you please tell me if you have any ideas why this happening?
Thanks.

Lurk around here for awhile, find some other iPhone related websites to read at and give it time and you will easily be able to do the same thing.

2Gb of Other is the smallest of problems when you have 5Gb disappeared =)
141Mb of audio files is what iPhone Settings view says (Settings -> General -> Storage&iCloud), as I understand it is songs downloaded for offline or cached. Apple Music does cache some songs, because I was able to listen to song I listened recently without internet connection and without manually downloading it. So, as I think, there is some kind of cache in Apple Music.

    No, I don't use WhatsApp.

Yes, I think wiping iPhone and installing apps one-by-one is good idea, the only problem is that:
    a) time when storage disappears is about 2 month - too long to use iPhone without any apps
    b) I need all my 33 apps almost every day - I keep only those I really need

But if there will be no other solution - I'll try it.

No, Other is not the smallest of your problems, it is indicating that there is a problem. There really is no cache but there is a buffer. I've not read of anyone having an issue of it eating up all your storage.

Do you recall when you first noted this issue? And if yes can you recall any new app you started using around that time?

Unfortunately, no. Both times I noticed this was when my iCloud Photos stopped syncing – there is a tiny line at the bottom of Photos app that says how much of photos are uploading/downloading at this moment. In my case it says that 'not enough storage'. Then I look at Settings and see that only around 100Mb left. After that I never have free space more than ~100-150Mb. If I delete some apps/photos I get some free space, but it quickly disappearing.
I can't say what happens before I noticed space consumption: is storage shrinks little by little day to day, or 5Gb disappeared at once. But after wiping iPhone I checked storage capacity for a several days – nothing criminal. So, this bag appears only after some time of using device.

I think I'll wipe it once again and try to install as few apps as I can to not damage my work process. And check free space more often.

    Seriously??

I have the same problem and I can't express how it's annoying. I went to the Apple store and made a complain, all they did is suggested to wipe & restore my phone and said it was my fault by damaging the filesystem by some application. After a month after that space leaked away AGAIN! iPhone 6S+, lasted iOS.

So whatever you say here, this is a MAD BUG and nobody even bothers to admit it, as it persists through at least 2 or 3 iOS releases.

Who the heIl I have to complain to if even personal visit to Apple store makes no effect??

Hm... I don't think this will help, but here is my list of apps, could you please say if you have some of them? And do you use Apple Music service and Photos iCloud Sync?

Interesting. Then it seems to be not third-party apps fault (due we have different apps and same bug).
Bad news, because it means that it is iOS bug and only Apple could fix it. I think that it is Apple Music fault, seems like bug appeared after Apple Music service was launched.

    So, it's surely Apple Music.
Turning off/on iCloud Music free up ~5-6Gb. I don't have any songs saved on device, so it seems to be some kind of cache, which Apple Music app doesn't clean itself.
There is no need in wiping or restoring your iPhone, just turn iCloud Music off, make sure that all your playlists and songs disappeared, and than turn iCloud Music on again. Don't worry, all playlists and other stuff will be synced back. And this procedure will clean all garbage from Apple Music app (for me it was about 5-6Gb).
Hope my hint will help someone. And strongly hope Apple will fix this bug. And many others.
To be honest, current situation with iOS is awful. Hey, Apple, pull yourself together, what the **** is going on? Why iOS becomes more buggy than Android?

Guess what, I never used iCloud Music and storage constantly leaking across all iOS updates. Same symptoms - iTunes shows couple of GiGs available, but iPhone shows ~500Mb instead.

    1) I went online to Apple Care with this problem - no body were able to sort this out, 4 HOURS of chats for NOTHING. -> Escalated to developers -> Chatted with iOS developer, he dowloaded the dump of log files from my iMac and iPhone connected to it. -> 4 months passed and no reply from him so far. iPhone was wiped and restored multiple times, storage leaks with a time over again.

    2) I visited local Apple Store Genius Bar 7 times. -> They spent HOURS and nobody knows what the heck is that. -> Eventually they got tired of my visits and they are replaced the phone. Voila! Same problem on a new phone. I gave up.

!!!SOLUTION!!! Now listen what I tell you. Open iTunes on iPhone, open Movies and open whatever movie you will see first in the list, tap "RENT HD" (it won't charge your credit card without confirmation), but you'll see the popup message kinda "Insufficient storage space OK / Settings". Do this two times. Now go to the settings and look how much free storage you have now. Matches what you see on iTunes on your Mac/PC?

I googled this trick today, it rarely known from spring 2016. Really? Spring? It's almost August now.

SHAME ON YOU APPLE! FIX THIS! SO MUCH WASTED TIME...
