May 11, 2016 10:45 AM in response to kballzby Pmintz25,Photos is still using the default library and you need to tell it to look for your library.
Hold Option while you launch Photos. It will prompt you to select a library listed, or in your case, choose Other Library...
You can then navigate to the location of your previous library.
Similarly, if you want this library to be the primary library, follow these instructions.

Are there two computers here or just one that was updated from an older OS to a newer OS?
Please provide more detailed information about your devices and software. Things that might help:
1. Original computer's OS (if migrated from another computer)
2. Version of iPhoto the library was migrated from
3. OS version on your current computer
4. Computer(s) year/model(s)

You need to open in Photos the Photos Library file that has no such suffixes.
