I understand that you are having an issue with activating FaceTime on your iPod touch. Let's go over some troubleshooting to get this working.
I would start with ensuring that the date and time is set correctly on your iPod touch as well as restarting it. Take a look at the article below to go over this and other troubleshooting to get this worked out.
If you get an error when trying to activate iMessage or FaceTime

Now if that is not the case or you are still having the same issue, try taking a screenshot of the error and I can suggest something else to get this worked out.
