Q: International symbol for "Do Not" or "No" freezes on screen 5/8 of the way into a restart.
I had an issue with Mail and while in System Preferences it froze up. I had to force quit sys prefs to get out and decided to do a restart of my machine. Upon restartIng the screen showed a light grey background with a darker grey Apple logo. Beneath that a status bar that advanced until it got about 5/8 of the way across and stopped then the screen switched to all grey with a light grey symbol I'm calling the international symbol for "Do Not'. You know, the circle with the diagonal line across it? What does this mean and how to do I fix this?
MacBook Pro, OS X El Capitan (10.11.4), 2.2 GHz i7, 16 GB 133MHz

Prohibitory symbol
When you see a circle with a slash symbol instead of the Apple logo, it means your Mac couldn't find a valid System Folder to start up from.
If this is your personal Mac, try reinstalling OS X by using OS X Recovery.
