Q: Cellular Settings only shows me individual controls for Wallet and FaceTime, not any of my apps..

    That is odd - it should list all your apps

    Can you give us a screen shot of the home screen after removing personal information?

    Also

     

    Log out of Find iPhone

    Log out of the App store

    Settings - iTunes and App store - tap on your Apple ID and sign out

    Log out of iCloud

     

    Do a forced restart -  After shutting down all open apps using the app switcher - invoked by quick double press of the home button and swiping up on each app till it flies off the screen.

     

    Hold the sleep/wake and home buttons down together till you see  logo - then release and allow normal boot up

     

    If you have more apps and they still do not show up

     

    Then sign back in to all of the above

     

    If that does not fix the issue - you may be looking at a system restore
