Q: Help with first Apple Device.

Summary: non-apple family, have to supply kids with iPads per school district.  Purchased iPads and not sure how to get family ID setup when I do not have any other Apple devices.  Online support docs indicate that I need to use icloud or Windows, however, when I attempt to access after downloading the program indicates that I must sign in on a Mac or other apple device.  How do I set this up for my kids without giving them too much power?  If I set it up this way how do I get an alert from the kids iPads indicating they want to purchase something?

Any help is greatly appreciated.  Thanks!

Hhaving a computer makes set up easier, but it is not required.

Best approach is to set up an Apple ID for each person and use Family Sharing. This way you can control what the other users can access on their iPads. You can further refine what each iPad is allowed to do using the Restrictions settings. Depending on the age of your children, you can choose to set up their IDs as for children.

First thanks for the links however both links indicate that I need to set up the master account from an apple device which is my fundamental problem.  I guess at this point I am looking for advice about using one of the tablets to set that up master account and activate it. If I use tablet one to invite child one, future user of tablet one, how will I get them signed in? Then I have concerns about access for the kid that uses that tablet next, if they sign in does it suppress any of the information about the previous signer on that device?  How does alerting for purchasing work?  Everything online indicates that apple expects me to have an apple device from which to approve. I guess I have two options, trial and error or run for school board of directors and work to overturn apple/pearson.
