NO. This limitation is based on changing authorizations.
The main issue you're describing appears to be a bug in iTunes. I and many others are experiencing it.

May 17, 2016 2:24 PM in response to skirby015by skirby015,Any other possible solutions outside of reporting it to Apple? It doesn't make any sense that I can't connect a new iphone to a new macbook and not be able to sync the two to access all my apps, etc.

The problem is you are not talking about a new MacBook. You are talking about a MacBook that is owned by your company.
If indeed there were a new computer and you were the owner of this machine, you could have simply transferred your personal information over from a previous machine (using Migration Assistant) and all would have been fine.

May 17, 2016 2:51 PM in response to skirby015by Limnos,★HelpfulYour colleague probably used to sign onto the iTunes Store before and authorized it. For certain purposes you can only authorize a computer once every 90 days (probably something introduced to deter piracy).
Manage your associated devices in iTunes - http://support.apple.com/HT204074 - In connection with, "When you turn on iTunes Match, Family Sharing, or Automatic Downloads, or when you download past purchases on your computer, iPhone, iPad, or iPod touch, that device becomes associated with your Apple ID. You can associate your Apple ID with up to 10 devices, with a maximum of 5 computers at any time. Each computer must also be authorized using the same Apple ID. You don't need to authorize your iPhone, iPad, or iPod touch. After you associate a device with your Apple ID, you can't associate that device with another Apple ID for 90 days."
I can't speak from experience but you should be able to sync to your old library as long as your copy it from your other computer. This won't get around the 90 day Store thing though. You could contact Apple and ask but understandably they are reluctant to undo the timer.

Consider the fact that everything on this computer is the property of your employer. This includes emails, any possible personal information (such as bank information) you may be thinking of placing on the machine, etc.
What I recommend is to keep all your personal stuff (including iTunes) on your personal machine.

There are not infrequent posts here where somebody has gotten into a mess by mixing work computer with personal use, both for the employer and employee. It helps to maintain a clear boundary on ownership on these things.
