Q: can the keys on the smart keypad be rearranged like on the regular keyboards?

Whenever I by a new apple keyboard, I always change the keys to Dvorak layout. I know there is a software keyboard layout, but, one is still looking at the qwerty layout. Is it possible to rearrange the keys on the smart keyboard or are they permanent?

The Smart Keyboard surface is a single piece of fabric.

Unlike traditional keyboards, there are no gaps between keys to trap crumbs or coffee. Instead, the keys have been laser ablated into a single sheet of durable custom-woven fabric. It provides the spring-like tension for each key, eliminating the need for bulky conventional mechanisms. The fabric is also coated in a water- and stain-resistant finish.

The ? Was not about physically moving the key's, but rather a software rearrangement of them for use with other languages and applications.  As to Campbell-Pearson, I will have to check on this myself.  Truth be told: If I have time to research and test this ? I will get back on with a reply, but since the ? Is old I don't know if you have found an answer or another way to do what you like, so I will not make this a Priority.  No Offense intended, just want to be honest in my response.

I'm not sure you are correct about the original question, but the answer to one about software rearrangement is trivial:  There are specific settings for Hardware Keyboard, once you have a smart keyboard attached, which let you select all sorts of non-US qwerty layouts, including dvorak in some cases.

As the OP noted, they were aware of software changes that could be made but noted that one would "still  looking at the qwerty layout". That seems pretty clear to me that they understood how to change the software but were hoping that, like many other physical keyboards, they could pop off the keys and rearrange them. And, my answer to that is correct.
