Close out of the app, double tap home button and completely close out of it.
then hold down the home/sleep button together until you see the apple logo and then release, then wait for the device to boot back up.
Then try again.

You might want to take a look at the link you posted and see the second section and tell me how that is different from what I suggested?
Level up some more before you tell someone who has been helping others in this forum for a long time, that OP shouldn't be listening to

I'll let you slide since you've only started using these forums since Monday.
Levels and points aren't just for "forum participation" but for helping or answering questions that have been asked in these forums.
You don't get points for just logging in and dulling out BS all day or waiting for someone to reply so you reply back with the same answer just worded differently.

i had try restoring and "set up as new", then voice memos worked, but when i restore backup, seems the problem still happening,

Okay, you found your problem there. If the issue returned with the restore of the backup, then there is something in your data that exists in that restore that is causing it. What I would recommend now is to go ahead and move whatever content is vital to you onto your computer. I'll go ahead and say it now that your text messages are not going to be an option here. Then you will want to restore as new again, and you can reload your content that you want on your phone manually rather than doing so through a backup.
Did you restore from an iCloud backup or an iTunes backup? If you did it through iTunes, iCloud may still be an option here. iTunes backs up all of your stuff as it is on your phone, while iCloud does some redownloading of brand new copies of stuff like apps and music for example. There are times where an issue that does return in an iTunes backup does not return from an iCloud backup. Just one last thought there for you.

The following links demonstrate how to make sure you have all of your purchases synced over to your computer as well as photos and videos.
Import photos and videos from your iPhone, iPad, or iPod touch - Apple Support
Then after you've restored your phone as new, follow this one - Sync your iPhone, iPad, or iPod touch with iTunes on your computer using USB - Apple Support
