If your iPhone 6 was running a later OS than what is presently on your 4 (almost positive since 4 is maxed at 7.1.2) then you will not be able to use that backup to restore from on that device.

Under most circumstances yes you should - on rare occasions the backup file corrupts but for the most part you should be able to restore that backup to any phone 4S or higher

Yes you will be able to restore from that backup once you have an iPhone capable of updating to and past the OS version that was on your phone when your backup was created. You're welcome!
