May 19, 2016 8:09 PM in response to Samitchby sberman,elope clearly means you use a different password to lock the note(s) than you use to access iCloud. Obviously, if the note's password is the same as your iCloud password, it would be easily accessible.

So if someone were to gain access to your iCloud account through iCloud.com, they would still be met with this prompt on your locked note and need to know that specific password for that note. All in all, it was a pretty solid add considering how many people keep personal information and passwords in this app.

As I mentioned in my original reply to you, use a different password for your notes than you use to log in to iCloud.
