The iPod Nano doesn't run iOS and is too small of screen to navigate on. They would have to add a radio chip for WiFi, antenna, new processor, more RAM, etc. The iPod Nano is a good tool for what it is designed to do. It is not designed for the internet. For $50 more you can get the iPod Touch. If parents don't want you messaging and going places on the Touch they aren't going to want you to do so on the Nano either.

However the Internet is also where the "bad" stuff as you so quaintly put it comes from.

These are user-to-user support forums. If you have a technical question about Apple's products then here is the place to ask. If you think you have something to contribute to someone else's question that's great too. I suspect Apple have an effective strategy for deciding which features to include in each device, but if you really want to give them your feedback it should go to http://www.apple.com/feedback/.
