I understand that you would like to free up some space on your iPhone and looking into streaming your music as opposed to having it stored for offline playback. Let's go over your options to see if we can the right solution for you.
Now as far accessing your library without it being stored on your iPhone is either going to be iTunes Match or Apple Music. They do differ and I can go over that with you.
iTunes Match will look at your entire library and match the songs and then you will use a feature called iCloud Music Library. This will allow you to access all of your songs and then play them back either over cellular data or Wi-Fi. You do have a cost associated with this and it is $24.99 a year and you can unsubscribe by managing your subscriptions
Then you have Apple Music. This will give you more access to the music that goes beyond your iTunes Library. You will have access to more than 30 million songs for playback at any time using the same iCloud Music Library as I previously mentioned and can be used over cellular data or over Wi-Fi. This also has a cost associated with this and that is $9.99 a month. If you have never used Apple Music, you can try it out for 90 days if you decide not to use it, then you can unsubscribe from that as well.

The last bit I want to touch is the storage itself. Keep in mind that when streaming a song or a video that it will be cached on your iPhone. That will be removed when your iPhone needs the space. Take a look at the last article for more details about the storage on your iPhone.
