Check, if iCloud Photo Library is enabled on your iPhone and your Mac. If you are syncing with iCloud Photo Library on both devices, the syncing will make the libraries on both devices identical. If you delete on one device, the photo will be removed from iCloud and all other devices.
iCloud Photo Library is enabled in the Phoros > Preferences > iCloud. Check this setting.
if you want to use iCloud Photo Library, but need to save storage on the iPhone, don't delete any photos. Enable the setting "Optimize Storage" on the iPhone. Then only thumbnails will been your iPhone, no photos, and the photos will download from iCloud if you want to use them.

May 23, 2016 11:58 AM in response to rumor.duffyby LarryHN,We need to know what you have (if you really have OS X 10.10.1 you are very far out of date - the current software is OS X 10.11.5 and Photos 1.5) and what your iCloud settings are on the Mac and the iPhone
If you are using ICPL then what you describe is how it works - the entire purpose of ICPL is to keep all devices exactly the same and all additions, deletions or edits made on any device are made on all devices
For devices with limited storage you do not delete photos but you set to use optimized photos on that device in the iCLoud preferences
