When the reset button is clicked, it moves them to the trash, resets Apple's Preview and then rebuilds the Launch Services database.
In our tests, once the apps have been moved to the trash, there isn't even the need to restart the machine.

The only system activity that seems related is I changed the default program to open PDFs from preview to Adobe Acrobat, but that could be entirely coincidental.

I did not even close all the apps, I just ran it, and then I could edit and annotate PDFs again. for me preview was listed as an option for PDF files, but it would crash on open every time.
