Can not connect iPhone to iTunes on my windows 7 computer

I'm running iTunes version 12.4.0.119 And I have a model MD439LL/A iPhone running OS 7.1.2 (11D257)

I start iTunes then I plug in my iPhone. Windows chimes to tell me a USB device was plugged in but nothing happens in the iTunes window. Then after 10 or 15 seconds an error window pops up in iTunes saying it could not connect to the iPhone because it timed out

Follow the steps here. You may have to update or delete the driver. It will reinstall on the next connection. If that does not work try deleting and reinstalling iTunes. Please make sure to follow all the steps in the order listed.

If iTunes doesn't recognize your iPhone, iPad, or iPod - Apple Support

Remove and reinstall iTunes and related software components for Windows 7 and later - Apple Support
