The app only works when AppleTV is plugged directly into the router.
That's not my experience, the remote app works over ethernet and wifi.
Having it plugged in disables the wifi settings in the network control panel.
Yes, you cannot change this.

May 25, 2016 3:25 AM in response to Leon Jacobsby Diana.McCall,You might be able to control ATV using the TV remote. The arrow keys, enter, and return (Menu) work for me. That might be enough to let you configure the WiFi. You can also buy reasonably priced third party replacement remotes. They're advertised for ATV 2 and 3, but they'll work on ATV 4. No Siri or touchpad of course, but you can use the arrow keys on the keyboard.

Unpair the keyboard from anything it might be paired to then pair it to the ATV. You now can use it as the remote and disconnect the ethernet allowing the switch to wifi.

Apple TVI'm wondering if I didn't misunderstand your initial question. If it's the case that you have lost the remote, but can't configure the Apple TV to connect to a wifi network because you need to be connected to the network to do that (catch 22), there are a couple of things you might try.
Firstly may I say though that I think purchasing a remote is your best solution.
However if you have the Apple TV 3 or better you should be able to use your phone to set up the Apple TV via bluetooth providing the phone is also configured to use your wifi network.
